Just before sleeping and after waking up in the morning is preferable.Mostly we suggest to do it in morning.

Meditation can be done anytime provided your empty stomach and calm and comfortable place to do meditation if the person is not get time in the morning and evening at 4.30am and 5pm respectively or as per his comfortable time,he can do meditation.
