Try to start 6 months prior to expected exam date. (But even 3 months is enough in my personal opinion)
Attempt 3 to 5 previous year papers and analyse
Identify your weaknesses and strengths
Are you good at math or english or reasoning
Specific problem areas: Input/Output Questions in reasoning, allegations in Maths
Analyse how much time your are spending on each section

There are a host of criteria to be noted before coming to the conclusion.
However, more often than not people prefer RBI assistant over IBPS PO for following reasons:
1.More roles and responsibilities and after office-hours public dealings can never be ruled out for IBPS PO as against RBI assistant,which, being a clerical cadre, doesn't require toiling.
2.Although the salary might seem low initially,there is every possibility of periodic promotions and suitable hikes as the case may be.
3.Posting near native area is very much a possibility in RBI assistant compared to IBPS PO.
