When any atom doesn't have enough electrons that can be transferred to any other atoms to gain stability, they form a covalent bond by sharing their electrons. This type of bond is known as covalent bonds. For example, as carbon has only 4 electrons in the valence shell, it shares its 4 electrons with another carbon atom, and they share a total of 8 electrons, hence gaining stability.
