The British Viceroy at the time of partitioning Bengal was Lord Curzon. The official reason for dividing Bengal, stated by Curzon, was that it was difficult to run the administration smoothly, with a 78 million Bengal population. Hence, dividing Bengal would make the administration run effectively. But in hindsight, another policy adopted by the British was the Divide and Rule policy to weaken the vital sections of the Indian population. It was also one reason the strong province of Bengal was divided into two parts so that the British could overthrow the public power by partitioning their strong united front.
