It is not easy to get band 9 in IELTS reading but it is possible. For that you will have to become an effective reader. Practising and solving IELTS test papers are not enough. Read different kinds of books and articles. Increase your vocabulary and understand the content. Once you become proficient, that stage will come when you don’t have to think about every word as you read. When you solve the test papers, analyze your mistakes and correct them. If you follow my given advice, I am sure you can get band 9 in IELTS reading.

Learn and clear your concepts 'interactively'
Hello Deepak,
Reading and Listening can be grouped under one category because they require a feedback from oneself. Writing and Speaking is another category where feedback can be provided only by the others. For example, if you listen or read, you would better know if you read or listened properly.
So concentrating only on the reading part, here are the following mantras to achieve a 9 band:
1. Plan on what you are going to read. Newspapers are a better choice than novels.
2. Start reading slowly. Don't jump the gun. Try to be in present and pay attention to each word and comprehend it properly.
3. You would get 3 passages with approximately 40 questions so read carefully in such a way that there is no looking back. Time is a key here.
4. Practice as much as you can before hand. Go through sample test papers. There should be no surprises when you are in exam. People who get surprised during tests, score <7
Hope I answered your question.
Regards,
Mayank
