The metallic character increases down the group and decreases along the period from left to right since it depends upon the nuclear charge which decreases down the group and increases along the period from left to write. More is the nuclear charge, less is the metallic character, more is the nonmetallic character.

Fluorine is smaller in size and hence when the electron approaches fluorine, it does not have more space to accomodate more electrons and also it have highly negative electron cloud. Thus, it does not accept electron easily and hence the energy emitted on addition of electron is less in case of fluorine as compared to chlorine.

Dear student,
Phosphorous has 4 valence electrons present in 3s2 3p3 configuration.
For it to have covalency of 5, it need to have valence obitals along with 5 valence electrons.
Thus, phosphorous has five valence electrons also it has empty d orbital in the third shell which can be used to have the covalency of five.
It forms an excited state with one electron in each of the five orbitals, that is in 3s, 3p and one of the 3d orbital.
Therefore, it has covalency more than 4
Same is applicable for Sulphur since it has 6 valence electrons.
