Wavelength is a factor of Distance but, Frequency is an order of repetition in a fixed time. So, the visibility of colour depends on the wavelength of that particular colour. "The higher the frequency, the shorter the Wavelength. Because all light waves move through a vacuum at the same speed, the number of wave crests passing by a given point in one second depends on the Wavelength." Hence, frequency is a secondary element, so it depends on the primary component that is Wavelength.
