The simplest thing would be to refer to a standard dictionary before answering such doubts. The correct form is only this: I am "looking forward to " hearing from you. Explanation: "looking forward to" means "to feel happy and excited 'about' something that is going to happen." ... to hear from you is correct. the second one can also be correct if you will rephrase the sentence like, Hearing from you is what I am looking forward to. Quite an odd sentence but grammatically, it is correct. Wherein "hearing" is used as a Gerund.

The usage is governed solely by context I look forward to hear from you -formal & I'm looking forward to hearing from you- informal

Sequence of tenses is what this sentence follows. ..the principal clause if is in future tense...the subordinate clause will preferably be in the tense that makes sense..looking forward to hearing from you and looking forward to hear from you. ..both can be used

Looking forward to is always followed by gerund in standard English. Thus looking forward to hearing from you is grammatically correct.

Looking forward to hearing from you. "Look forward to" always gets followed by the gerund form of the verb. .Likewise, " with a view to " also gets complemented by the same gerund form. Hope this suffices.
