You have to study electromagnetic theory to get the complete answer, but let me try simplistically and less scientifically. Electromagnetism follows the Principle of relativity, just like classical mechanics. Which means physical laws do not change in an inertial frame. , for example, you cannot tell sitting in a spaceship if it is at rest or moving at a constant speed. everything inside will feel the same i.e. all physics laws will be equal. Electromagnetism's rule also does not change, and speed of light is a manifestation of electromagnetics law. Therefore the speed of light does not change in the inertial frame of references to compensate other quantities such as mass, time, and lengths changes.
