How can I be fluent in my spoken English?

Your question suggests that you can read and understand the language well. Now the problem is of speaking it fluently. A person with a reading habit can overcome it eventually. You could also watch interviews with dignitaries and celebrities. I suggest patience and continued effort. All the best!

I have noticed over the years that a person who speaks the language he is exposed from birth well, is able to do so with other languages as well. Sophistication in speech is but a continuation of refined thinking.
