Well, what do you mean by practicing? If you see the word practice in the dictionary it also means "the customary, habitual, or expected procedure or way of doing of something."

Doctors practice medicine and Lawyers practice the law. By this corelation , whatever you do in the English Language, you are actually practicing it.

Repeat after someone i.e a person who is hosting a show in English. Try to grasp the fluency of the person. This is also a kind of practice :)

Start to "think" using English language. Always thought comes before spoken word.Let me quote Mr. Narayan Murthy(Infosys) who said Chinese can learn English language but cannot think in Englishh like Indians - this was in response to competition from China in IT sector.

I joined spoken English classes eight times group classes and private classes but no improvement I am failed.
First of all its not your failure, secondly there could be plenty of reasons. I personally highly recommend one to one coaching under proper guidance. Remember if you can write, you can speak as well.
