This system is a brainchild of British rulers. The East India Company came to India to make money from Indian people than buying raw materials from them, sending it back to Great Britain to support the industrial revolution. When the British become the ruler, they started collecting tax, but they found that collecting tax by visiting every individual is hectic. So, they established a system. They asked Zamindars to collect all the tax than give it to the officers who are known as collectors. Than collectors used to give them to the commissioners who used to take their commissions from the zamindars. Now Zamindars found it a profitable business. They collect more and pay less to Britishers.
