Anybody can write exam, But It has some purpose to serve and check someone's English proficiency. IELTS is needed for higher education in most of the foreign universities as per-requisite. Immigration agencies do use it.

Any one literally. But to be more specific, a person who wants to apply to most universities in UK, few universities in Australia and Canada need to write as basic criteria to apply for UG and PG.
