Hello,
If it's explicitly stated that you need to have a specific band to get the visa, by all means, you'll have to appear for the test. The best thing to do is to contact the University because in some situations they allow the students from the first world countries directly without the condition of taking IELTS exam.

It really could vary from one test-taker to another, but in general Writing & Speaking are a bit difficult to score at, writing more than speaking.
You can score really well in speaking, if you use english as a medium of language at work or in general. But writing is a different ball-game. There are different criterias that you need to fulfil in each task like Coherence & Cohesion, etc.
