How to improve on vocab?

You can improve your vocab by reading regularly, finding the hard word with pronunciation. The better book to enhance your vocab is The Bible (NIV and KJV versions).

Is it safe to allow the students to record the lesson on mobile phone, either audio or video.

According to my knowledge, first of all using mobiles at the student age is not safe, secondly with this practice he will loose his practical (own) thinking knowledge.
