Preliminary you can practice with online drums application available in Playstore, but it's obviously better if you buy it at least second hand for better learning. ð??? hope you like my answer.

Sure! Just enquire around. However, if you intend to hire for learning/practice it may not prove economical. For learning you should join an Institute who are liberal with giving practice facility free of charge or on nominal charges.
