I hope with this diagram you can understand why they use the concave mirror as reflector inside torchlight. If you draw Ray diagram, the line which passes through (or originates from focus with an angle towards the concave mirror) focus will reflect parallel to the principal axis. Now, the question about diverging is because of the lens which we use in front of the torch. The convex lens is generally used in front of torch because the bulb is placed at focus, so the Ray of light from the torch will travel to infinity. If you use the concave lens in front of the torch you will get diverging beam as the concave lens is the diverging lens.
