Find out the reason for your hesitation in speaking. Possible causes could be:
1. Fear of making mistakes and being judged as a result of it.
2. Lack of speaking partners to practice speaking and fixing any sentence construct errors in the process.
Different ways by which you can overcome this is,
1. Try summarising articles, books, snippets you read in your own words and see if you can get it corrected by someone who has a grasp of the language.
2. Understand that making mistakes is the only way to learn anything. So find a speaking partner or any local speaking club where you can become a member to practice speaking and learning from the mistakes made.
Remember, practice makes perfect. As long as you do not practice a skill, gaining command over it cannot happen. So start practising the language. Start with small, simple sentences and then apply the grammar knowledge to make them into more complex and information filled sentences.

Here are some ways to improve your English language.
1. As with every language, practice improves fluency and command over the language. Practice speaking and writing in English.
2. Watch National Geographic channel and BBC (initially use subtitles to understand what is being spoken, but try to grow out of it soon)
3. Pen down your thoughts in your strong language and then try penning the same in English. If there is someone who can help you edit what you have written by suggesting improvements, use their help and incorporate those suggestions.
4. Have a dictionary beside you (or use an online dictionary) for words that you find difficult.
5. Develop the habit of using a thesaurus (gives you alternate words that convey the same meaning as the word in consideration).
Treat it like any other new skill that you will learn and practice till you perfect it.
