The only thing that can help you is practice. Only practice can help you to enhance your fluency. I can tell you one trick. Try to find out a particular time of the day when you will be speaking only in English. Be it alone, with somebody or even outside. Just forget about fear and hesitation. Solely concentrate on speaking. It will help you to build your confidence. Do this for a month. Trust me. You'll find a difference.
read lessRead, read and read. Start with the topics you like, fictional or motivational, or whatever interests you. Listen to e-books. Watch English movies without the subtitles, no matter how much you understand. Gradually you'll start following and will develop your vocabulary and comprehension. Try to speak as much as you can. If music interests you, singing along will help further. You can keep the lyrics handy and sing. Practising with a tutor will help.

Hey Rahul,
It is said, a man who can read and write any language can kill any situation in life. So, first of all, be confident about knowing one of the languages(mother tongue). Secondly, treat English as just any other skill. And the best thing about skills is that it can be learned and expertise with time. I am a mechanical engineer, and I learned hardcore coding with time.
Now a few tips which I used to develop my English communication:-
1. Start reading. Start reading anything you like. I started with politics. Start with the easiest newspaper or magazine. Don't directly jump into "The Hindu".
2. Build your vocabulary. It is essential. People start writing every word they think will appear " Cool" in the eyes of society. NEVER do this.
I can help you with more tips and tricks to develop a sound way of communicating in English. At last, we don't have to do an MA in English ;)
