In C++ language += is assignment operator and it works to overwrite old value by new value which is adding the value to old value.
Ex if int a= 5 (old value)
then a+=20 is nothing but old value 5 + 20 becomes new value so now
memory cell a get assigned new value 25 ( 5 is overwritten)
and of course it is same as a=a+20;
