Yes, an ECE student can get a software engineer job. Coming to just basic knowledge of C and HTML, why are you stuck on just basic knowledge of C? Is there anything stopping you from writing code and learning better problem-solving. If you are comfortable staying at basic knowledge maybe you don't like to code in which case you are better off finding other job options. If you do love to code, start to code more, the more you learn to code the better job you will find.

I teach online as well as offline. I wouldn't say there is any major difference as such, in fact, online is easier for you as well as the tutor too. Don't know why so many students still run from learning online. However what you need to make sure is that while you are learning it, you are writing code along with the tutor. If you are just sitting there listening you will feel you are understanding a lot but believe me you aren't. You cannot learn to code or understand a programming language without actually writing lots of code.

Console refers to your terminal or screen to make it simpler.Thus console input is when you run your code,get a prompt on the screen(blinking cursor) and provide input through your keyboard (also called standard input).
Console output is the output that is displayed on your screen. So console is basically your screen.
