It depends on the amount of practice and effort put into learning the language, also the interest. It is not just Kannada but any other language, to understand the language, it is necessary to understand the culture and most importantly, the structure of the language. I hope the "basic" you are referring to is being able to identify the letters and sounds and to differentiate them with ease. I am applying this knowledge to read different words, being able to construct the spelling just by the sound of the words.
For total beginners and average learners, it would take at least 5-6 months to master, with daily practice. Learning any language is a slow and tedious process, at one point in learning, it may seem impossible to take it all in and learn new concepts every day, but with constant exposure to the language itself will help in the learning process. I would suggest you start with the sounds and then move onto letter identification and so on.
