Grammar is not everything.
The reason why most people fail at speaking is they don't focus on listening. Remember, you can only bring out what is in there. So, start listening as uch as possible. And yes, don't listen to news or anything and everything that comes in your ways. Listen to specific topics of your choice and field.
Secondly, start writing or speaking on topics of your interest on daily basis. It will not take more than 3 months if you practice daily to become confident speaker.

First things first, start learning as kids do. They learn a language by listening. So, listening is the essential thing one should practice to learn a language.
Don't read newspapers and books until you have a good command over grammar. Learn grammar and improve vocabulary. Take coaching if required.
For practice, you can write stories/articles. Try to speak as much as you can.
Also, Watching movies and videos will help a lot.

It depends upon what and how you want to study. If you are comfortable studying alone on a system, online is excellent. But online may not be equally effective in every subject.
Also, online doesn't offer that healthy environment of a class which develops better interpersonal skills in students.
I have been teaching languages for the past few years and have done both offline and online. My experience is that one can't explain or learn a language online wholly. Rules can be taught, but skills can't be developed online. Reading, writing, speaking are the skills for which a classroom environment is much more effective.
So, while online offers the flexibility of time and place, it has many other limitations. It may be suitable for working people who want to learn at their comfort, but for school and college students, the classroom is the best.
