I want to know about grade exams of Carnatic Music if they are conducted by respective State govts, universities or music institutions? If so, which would be the best grade exam for Carnatic music?

You can get a Certification from the state government, for that you have to enrol yourself for the yearly Carnatic exam conducted by the state government. Pay the fee, get the hall ticket, write the exam theory, attend practical(performance matter) and after a month you will have the certificate.
But as Full-Time Gurukul System of Education, The Dept. of Music, Sri Sathya Sai Institute of Higher Learning, (Deemed University), Puttaparthi, Dist. Anantapur, Andhra Pradesh is the best one.

After going through the previous answers to your question, I would like to let you know there are many ways to get Certified in Carnatic Music.
- If you are looking for graduation or post-graduation, you may go through the University. They are there in all the states.
- If you are looking for Teacher Certification, The Music Academy Chennai has two courses, Basic for three years and Advanced for two more years.
- If you are looking for more vocal development, there are more private institutions and research centres that conduct such courses.
- Another prominent and intense learning Institute is Kalakshetra in Chennai.
So it depends on the purpose of learning and what you are expecting out of the course.

There are some known universities of music which provide grade exams in India like 1) Prayag Sangeet Samiti Allahabad Prayagraj, 2) Indira Kala Sangeet Vishwavidyalaya Khairaghar, 3) Gandharv Mahavidyalaya Mumbai, and 4) Pracheen Kala Kendra Punjab. They have there franchise exams centres all around India you can get information about your nearest centre after contacting them on their respective websites. You can do grades as much you can but 6th year is enough to acquire knowledge and job also.
