Even if you attempt one of the two papers in prelims... Then it is counted as an attempt.
Moreover, the number of attempts for each communal category varies such as 6 attempts for General category, 9 for Obc and unlimited for Sc/St and Pwd but these number of attempts are restricted towards an upper age. Beyond such ages for each category no attempts are allowed.
