Yes the very examples are Tina Dabi and her sister Riya Dabi cracked UPSC IAS exam in their first attempts. One of my friend Faizan Ahmed rank 58 cracked the exam in his 2nd attempt. This exam preparation requires a solid planning in the intial years of preparation to compete with the others.

Yes, there are people who crack UPSC in their 1st or 2nd attempt. The preparation for the same will be done accordingly for a year or two before the attempts when such feats are achieved.
