Spoken English is very important. However IELTS is a test which needs to given if you decides travel abroad for further study or work. The other countries would like to know before giving you visa that you are familiar with English (Reading, Writing, Listening & Speaking).
If you are in India then IELTS examination is not mandatory.

Also, the IELTS exam is meant to to study or teach in English speaking countries like Canada, UK etc.
You are given a certificate for qualifying in IELTS but not necessarily in Spoken English course.
