Technically yes and no. Homely applies more to connected to the home. Describing someone as homely is merely stating that he or she remains at home. The right word would be reserved.

Grammatically speaking, "homely" is an adjective. The word connotes "lacking in physical attractiveness", "lacking in physical attractiveness", etc. You might decide to use the word if it is contextually appropriate. Hope this helps. Sanjay Agrawal

In an 'informal context' homely can be used. But most commonly used 'homely girl' expression, offlate is not considered a compliment. It means the girl is ordinary and not beautiful. So be careful while using the word.

Yes eg a homely child-lacking in physical attractiveness; not beautiful; unattractive or not having elegance, refinement, or cultivation or proper or suited to the home or to ordinary domestic life; plain; unpretentious: homely food-commonly seen or known.

The Suffix -ly is the first strata suffix and is used for derivative suffixation, However ;the collocation has more of personal discretion and is un challenged as far as formal use of language is concerned .The appropriate epithet would be "domestic"
