There is no such a time limit ,one can learn Indian Classical throughout his/her life , but you can expirience positive growth in your singing which is depending on your practice.

Yes, you can start. Its good to start at 7 if they are intrested, and yes obviously they can easily grasp. The only thing is required that they should have a singing voice. Many artists started at the age of 6 too.
