if a teacher has more than 4 ways to explain you one thing and knows what is passagio , stops you from pushy and throaty singing and if can relate the technique with many styles and genre then he/she can be a good choice.

"Best" is subjective. You can try to figure out what style of singing you would like to learn and then search for a vocal instructor accordingly. Reviews from past students will give you a better idea about the teacher as well.
