1. Reluctant: The word means being unwilling to do something, or disinclined towards something. An example would be: She was reluctant to lend me her new dress for the party.
2. Inefficient: This means an absence of efficiency, not performing up to the best of ability or productivity, refers to people, businesses, economy, etc. An example would be: The committee was inefficient in organizing the felicitation ceremony for the championship winners.

Reluctant: Basically, it means not unwilling to do something. Not eager to do it as well as not inclined to attempt it. When a person is reluctant to do something, it means he or she is not convinced about the result of the action would be favourable if attempted. If the chances of failure outweighs. One does not want to try it even!
Inefficient: On the other hand, inefficient means lacking the skill to perform something as a result of which, even if the job is performed, it may not be upto the mark. Ineffective and incompetent work is also because of inefficiency.
