Light is made of massless particles (photon). Even the slightest force can accelerate light infinitely, which in turn cause the velocity of light to be infinite. If there were no maximum speed in the universe, the speed of light could be endless. According to Newton's 2nd law of motion, the time rate of change of the momentum of a body is equal in both magnitude and direction to the force imposed on it. Which implies that if there is no force imposed externally, there will be no change of momentum, and hence the law of inertia (Newton's 1st law of motion) is maintained.
