First, you need to understand that light exhibits dual nature ( particle-like as well as wave-like). The particle-like theories, such as on the experiments of the photoelectric effect and especially the Compton effect were solid proof of the fact that the Davisson and Germer experiment proved light exhibits either one of its nature in a particular experiment, then the de Broglie hypothesis on matter waves.

Planck's final formulation of the Blackbody Radiation and Heisenberg's uncertainty principle then led to the breakthrough for the start of new Quantum theory or Quantum Mechanics, where light could be studied as a wave function based on the legendary Schrödinger's Equation.

Anyways, light is a form of energy in both its natures.
