Well, it depends on the university and the course you are enrolling yourself into. In Germany, you will find three types of educational programs.
1. Some are offered in German
2. Some are offered in English
3. Some are offered in both German and English.
So, for the courses which are entirely in German, you may require a German knowledge upto C1 level from Goethe institute, and for the courses offered in both English and German, a certificate of B1 is required. But it is not mandatory.
However, I would suggest that if someone is moving to Germany, he/she should have a basic understanding of the language. It helps in various ways:
A. You can talk to strangers.
B. You can connect with people more easily.
C. You can create more business opportunities for yourself
D. You will understand their culture and the way of living in a better manner.
On the other hand, German is one of the most learned languages and is taught in 144 countries. It is estimated that roughly 14 million people are learning German as a foreign language. The fact is, people, learn this language for several personal reasons. It could be to increase travel experience, for business purposes, for educational purposes, for the enjoyment of music, philosophy and literature, to increase job opportunities and more.
