For systematic strategy look at the Syllabus of UPSC CSE exams notification and read and mugup the syllabus along with it! Start reading a good quality Newspaper
The Hindu or Indian Express is recommended!
Apart from that buy or download previous years questions from UPSC.Gov website and try to understand what type of questions they are asking!
Now you are ready to start your Preparation in systematic way!

1) First, understand and grasp the syllabus of upsc and do some groundwork regarding optional, see previous years papers of preliminary and mains exam.
2) From the starting day of your preparation, start reading HINDU newspaper.
3) Read all NCERT books which are required for UPSC.
