Learning English is easy as you have to work on some set of rules, but being fluent is a time-taking task. The more you speak, the more fluent you become. Most people can't speak fluently because they keep worrying about their mistakes, or they may be translating in their minds. Unless you practice enough one structure, you can't get fluency in it. Remember one thing, the more you listen, the more you understand. The more you know, the better you can speak.
To be fluent, you have to speak. Only reading, writing or listening can't help you out. Whenever you listen to something, do one thing, try to talk the same at the same speed.
You can record your voice and try to know what mistakes you are making. Then work on them and retry. Keep doing it until you speak it correctly. Do this for different topics.
Your vocabulary plays a vital role in it. You should have enough words to express your ideas. Sometimes we have good knowledge, but we don't have vocabulary, phrases or idioms to show the situations. You also have to improve your vocabulary.
I hope it will help you.

MTI stands for mother tongue influence. It is the impact of your native language on a new language. It occurs when you try to speak a new language the way you express your native language. Well, it's straightforward to overcome this problem. First, you have to know what words do you generally pronounce incorrectly. Then you can try to listen to the write pronunciation and try to speak the way a native speaker speaks.
We speak what we listen to. If you start to listen to an excellent speaker and try to copy his accent, his way of speaking then gradually you can overcome this problem. To be honest, it's a time taking process it needs time.
You can't talk about the way a native speaker speaks over a night. You have to work hard to overcome MTI.
Readout newspaper for half an hour every day even if you don't understand it doesn't matter. Underline the words and then try to practice speaking them correctly. To check correct pronunciation, you can download the Marriam Webster dictionary.
I am sure it will help you.
