For a fresher wanting to learn programming or other tools, Windows may be a better option as it is somewhat user-friendly. But Linux is also an excellent sharp point in favour of Linux is that it is free, and most associated software will also be open. Windows is expensive, but you will find it is bundled with most laptops.
