Great question. Young's modulus is a material/intrinsic property of the material and is constant regardless of the change in dimension of the test specimen.

Y = Stress/ Strain = F*L/A*dl

Assume if you change the L to L/2 and r to r/2 i.e A to A/4 and Force required to get the same extension is also F/2, above equation becomes

Y = 4*F*L/4*A*dl = F*L/A*dl ( Same as above)
