The Rowlatt Act of 1919 outraged the Indians as it was a draconian law which gave the british police to imprison anyone without trial and conviction in the courtand thus suspending the right of habeas corpus. Things had gone worst. Britishers were afraid that the revolutionaries would overthrow them like in Russia. Anyone with any arms was sent to jail and tortured. Innocent lives of harmless women and children were taken in the name of governing just to maintain the jewel of the British Crown. British India was the backbone of the British Empire, they cannot let it slip through their hands. That was the reason for this Draconian Law. Any doubts? read less
