Improving vocabulary is a generic term. If you can understand when someone speaks or you can read and write but cannot talk back, then it does not mean your vocabulary is at fault. So, instead of confining the term, like vocabulary, you should define clearly as to where you lack - in speaking, reading, listening or writing. Then you can understand how to improve your vocabulary in that specific area.
