How to decide whether to apply major or minor scale rule, provided the scale is known?

I believe the question itself has the answer. However, when you know the scale, then you should know the respective intervals. Apply it to qualify first, and then work on your music to enhance as you desire. I hope it clarifies.

If I want to learn guitar, am I supposed to bring my own guitar or the tutor provides it?

Swati's response is the spot, and adding to it, I'd recommend students to be transparent in their vision/goal about learning music/instruments. Owning a Guitar or any music instrument is a luxury/privilege, and please use it to your best ability. Have fun and happy learning.

What is the right age to start learning music? My son who is 4.5 years of age has shown interest in music especially keyboard. 

4.5 years is a good age for kids to start learning in general. And if your Kid is showing interest, find a tutor who can sit with him and give some trial classes. Also, ask the kid if he wants to learn/play keyboard and why. It helps to open up for a conversation and guide further.
