Weight is defined as the force on an object due to gravitational force. A flame is a mixture of gases, water vapours and heat energy. They have very negligible weight. Why? See, there mostly two forces acting on it. One is the gravitational force, and another is van der Waal's force. Van der Waal's force is very much more potent than the gravitational force. So resultant force is in favour of van der Waal's force and keeps it in random motion.
