Absolutely we can use 'capable' in negative shade sentences; She is capable of deception.

What does "batten on" mean here?

It's a phrasal verb. It means "live well by using someone else's money". Eg: Even after graduating from colleges, many adults in India continue to batten on their parents' earnings.
