If you speak too slow listeners get bored and distracted.

If you speak too fast listerners will need to exert themselves to understand and follow what you say.  It will be a strain on them and they will lose interest.

Speaking at a moderate rate, enables the listener to catch everything you say, understand and give an appropriate response. It also improves your thought flow and fluency.
