I have a sister whose IQ is between 60-65. Can she have basic education? Considering her age currently which is 48? Please suggest. At present she is keen in studies. But unable to find a good teacher who can provide basic education to her?

No She can't have basic education. Having IQ lower than 70 considered as mild suitation. She is trainable so she would need a good special educator and therapist. I guess for further knowledge you can contact professionals they will explain it in more detail
