In its part flowing through Tibet, it does not carry much silt as Tibet is a very cold and icy place. When the river runs to the Indian part there it foes through areas with heavy rainfall which washes a lot of mud into Brahmaputra.

Tibet is a cold and dry area . So the river carries less silt and small volumet of water When it reaches Arunachal Pradesh the river gets fed by large volume of water and more silt due to heavy rainfall

A rivet collects Silt while travelling down towards Sea. As the Brahmaputra originates in Tibet, it collects less silt but when it travels almost 700 miles to fall in Bay Of Bengal it collects all the Silt during its long journey. This happens with every river.
