Extension of maxwell's equations is that there should be travelling electromagnetic waves with velocity inversely proportional to two universal constants, permeability(mu) and permittivity(epsilon). The value of these constants results in the velocity that has a value of 300000km/sec. Nobody knows why the practical value of these constants is a particular value. But it is and is considered as a universal constant. Now, based on experiments by other scientists, it was known that the speed of light is also the same.
Later Einstien argued if the speed of light or any electromagnetic wave is a result of these universal constants and is a fundamental property of nature then why should it change if we looked at it with a different frame of reference? It led to his particular theory of relativity.
