Yes! Semi acoustic and acoustic both sound same, except that semi acoustic has a pickup for amplifying the sound. However some semi acoustic guitars have a plastic back (body) which makes them sounds (no so good) (dull) without the amp..
So if you buy semi acoustic make sure the guitar has a good mediun sized wodden body, which will make it sound good even without the amp

Depends on what you want to learn. IF you want to sing a simple song for someone or some event? then yes you can learn in 15 days with a fair amount of practice ( Read 3 hr per day dedicated)
But seriously, why would you want to do that? People spend 15 years with the Instrument and still feel that there is so much more to do. If you want to learn the Guitar, please keep a target of 2 to 3 years and give it the respect it deserves.
