To achieve fluency in German, the key lies in listening and speaking. Listening to native speakers talk regularly will help you to get the 'feel' of the language. One must also try to speak as often as possible because even if you know the grammar rules and your vocab is pretty decent, the confidence and comfort while speaking will come only with practise. So you must not shy out of speaking fearing mistakes! Speak even if you make mistakes and try to recognise your own mistakes. Fluency with such efforts is possible in a year or in terms of course-work usually after B2.
