Yes you can but Computer Science background really helps but its not necessary if you want to learn you can definitly do it, besides that you need to more devote time in learning than CS student but you will definitly catch up, if you put right effort. A must prerequsite is python language which is quite easy, then you can move to machine learning path. Good Luck.
